9th Annual Forum
 The Board, Management and staff of the Agency would like to thank everyone who contributed to making the 9th Annual Internal Audit Forum a success. This year’s Forum, which brought together over a thousand participants, was organised under the theme, "Improving Governance in the Public Sector," and took place from the 19th to the 20th August 2014, at the Internal Conference Centre, Accra.
 
We are grateful to the Vice President of the Republic of Ghana, H.E. Paa Kwesi Bekoe Amissah-Arthur, for his inspiring address. 

There is no doubt that the shortage of good leadership and managerial resources in the public sec¬tor continues to be the challenge fac¬ing our quest for good governance. As was pointed out several times during last year’s Forum, ‘the fish rots from the head’. However, we must note that though the rot starts from the head, eventually the whole body of the fish is affected right down to the tail.

Improving governance in the public service involves so many processes, sys¬tems, and informal networks. It is there¬fore appropriate that we will also look at management and the internal auditor, the custodians and operators of the sys¬tem of internal control and the system of internal check. How do we as manage¬ment, the second line of defense, rise to the occasion to protect and strengthen the system of internal control?

The internal auditor has a critical role to play in the governance process. As the third line of defense in the corporate governance arrangements, the primary focus of the internal Auditor is to help management and the ARIC of the organization perform their functions effectively. This includes reporting critical internal control lapses for action to be taken to correct these. In instances where the internal auditor compromises his position so that he will be in the good books of management, this line of defense crumbles and can¬not be performed effectively. The internal auditor’s ability to point out lapses in the control system and to report accurately on them goes a long way to strengthen financial governance. It is true that some auditors incur the displeasure of man¬agement and hence do not obtain the needed co-operation to enable them function properly. It is for this reason the ARIC has been setup to provide the back bone for the implementation of audit findings and recommendations by en¬suring that the Head of the organization implements audit recommendations. The non-functioning of a large number of ARICs is therefore a cause for concern and a serious challenge to our efforts to improve governance in the public sector. The Agency will seek the help of the Pub¬lic Accounts Committee of Parliament to hold ARICs accountable and highlight institutions where ARICs are not working.

To all CEOs, Chief Directors, Heads of Departments as well as Internal Auditors who made this year’s Forum a success, once again we say, Thank You.
