Dr. Eric Oduro Osae on 19th October 2022 inaugurated the Audit Committee of the Ministry of Railway Development (MoRD). The Deputy Minister, Hon Kweku Asante Boateng chaired the occasion.
Members of the Audit Committee are Mr. Christian Narku Tawiah (ICAG Rep and Chairman of the Committee), Mr. Anthony Okyere (IAA Rep), Mr. Seth K. Anaglate (IAA Rep). Mr. Gorwin Gadikor and Mr. Jones Kwaktiquaye Quartey are representatives of the MoRD.
Addressing members of the Committee, Hon Kweku Asante Boateng expressed his sincere gratitude to them for agreeing to serve on the Audit Committee of the Ministry. He congratulated members and reminded them of their roles specified under Section 81(1) of the PFM Act. The Hon. Minister expressed his appreciation to outgoing Audit Committee members for the role they had played over the past years. He urged incoming members to work hard to ensure that the railway target of the Ministry and Ghana is achieved.
Delivering his Speech, Dr. Osae outlined the mandatory, advisory and supporting roles of Audit Committee. On the mandatory roles, Dr Osae informed members that they are to ensure that the Ministry develops an internal audit risk-based plan, implement recommendations from Internal and External Audit Reports and directives from the Public Accounts Committee of Parliament.
On the advisory roles, Dr. Osae tasked members of the Committee to deliver on their mandate and pay particular attention to performance audit. He also charged members to be present during the Entrance and Exit meetings of External Auditors. He stated that the purpose is to ensure that members get to know the weaknesses of the Ministry and resolve them. On the supporting roles, he urged members to support the Internal Audit Unit to prepare and submit quarterly internal audit reports on a timely basis. He added that the Audit Committee of the Ministry should develop a special relationship with the Audit Committees of the Agencies under the Ministry.
Dr. Osae entreated members of the Committee to ensure that enterprise risk management is mainstreamed in the operations of the Ministry. He urged the Audit Committee to support the Internal Audit Unit to adopt the IPPF in its operation and encouraged members to use their expertise to support Ghana.
