The Internal Audit Agency (IAA) has commenced a virtual sensitization workshop on its revised Risk-Based Internal Audit (RBIA) Manual. The Ag. Director-General, Mr. T.A. Thompson-Aryee in his opening remarks, expressed gratitude for the opportunity to engage stakeholders and apologized for earlier postponements, stating, “It is better late than never.”
The workshop aimed at assisting participants to appreciate changes introduced by the 2025 RBIA Manual and its effects on Public Sector Internal Audit practice and facilitating quick first-time reporting using the new RBIA Manual in Public Sector Internal Audit (PSIA) Function.
The revised Manual, supported by the World Bank under the PFM4SD Program, aligns with the International Professional Practices Framework (IPPF), Global Internal Audit Standards, ISO 31000:2018, and PFM Regulations (LI 2378). It introduces key updates including revised terminology, mandatory management action plans in audit reports, and standardized templates for planning, fieldwork, and reporting.
Other enhancements include clarified governance structures, reporting lines, and the requirement for internal audit strategic plans to align with institutional timelines of three, five, or seven years. It is required that all internal audit functions operate with approved charters.
Internal Audit Units (IAUs) are expected to apply the new manual and templates for the 2nd Quarter reporting, with the deadline extended to July 31, 2025. All reports must include management action plans and updates on prior audits. Additional training sessions will be held once announced.
The Director-General concluded the session with an appeal to all participants to pay close attention to facilitators and apply the knowledge gained to enhance the effectiveness of internal audit across the public sector
