On behalf of the Ag. Director-General of the Internal Audit Agency (IAA), Mr. Thomas Thompson-Aryee, Mr. Hayford Dowuona-Hammond, Deputy Director responsible for the Office of the Director-General on 7th August 2025, inaugurated the Audit Committee of theAchiase District Assembly (ACHDA).
In his opening remarks, Mr. Francis Aboagye, Assistant Director 1, who chaired the inauguration on behalf of the District Chief Executive, Hon. Samuel Owusu Brako and the District Coordinating Director, Mr. Kafui Sarfo, said the event was in fulfillment of the requirements of the Public Financial Management Act, 2016 (Act 921). He continued that as a public institution, the Assembly is required to have a District Audit Committee and as it is the institution’s second one since inception, he requested the Committee’s support in ensuring the judicious use of the Assembly’s resources. He added that the Committee and Management working together will make inroads in the preservation of resources. He concluded that the result will be residents of the district, benefiting from the projects undertaken by the Assembly.
The elected Chairperson of the Committee, Mr. Prince Akore Boateng, a representative from the Institute of Chartered Accountants, Ghana (ICAG), in his acceptance speech, said he was grateful for the opportunity to serve in the high office of a chairperson. He requested cooperation from Management and fellow Committee members to ensure ACHDA improves in its operations.
In a speech read on behalf of Mr. Thompson-Aryee, Mr. Dowuona-Hammond congratulated members of the Committee and enumerated their mandatory and advisory roles as prescribed in the PFM Act 2016. On the mandatory functions, he mentioned that the Committee is required to pursue the Principal Spending Officer to implement recommendations in internal and external audit reports, directives from the Public Accounts Committee (PAC) etc.
According to Mr. Dowuona-Hammond, the advisory role is to provide assurance services to Management on financial and risk management practices. He mentioned amendments to portions of the PFM Act and urged members to familiarize themselves with them to enable them deliver on their mandate.
Mr. Aboagye in his closing remarks, thanked members for availing themselves and particularly, the Ag. Director-General of IAA’s representative for taking time off his busy schedule to inaugurate the Committee. He called on members of the Committee to put aside their parochial interest and work for the common good of the Assembly.
