The Audit Committee of the Gaming Commission of Ghana was on 2nd July, 2025 sworn in by the Ag. Director-General of the Internal Audit Agency, Mr. Thomas A. Thompson-Aryee at the Conference Room of the institution. The inauguration was chaired by the Ag. Gaming Commissioner, Mr. Emmanuel Siisi Quainoo. The Board of the Commission was also in attendance.
In his welcome address, the Ag. Gaming Commissioner commended members who have served a two-year term and were being sworn in for a second term for their invaluable contribution to the operations of the Commission. He intimated to the meeting that since his assumption of office, he has worked tirelessly with support from the Audit Committee with the view to resetting agenda at the institution. In this wise, Mr. Quainoo mentioned that he, together with the Audit Committee have resolved many nagging issues.
Mr. Thomas A. Thompson-Aryee in delivering his speech stated that Sections 86-88 of the PFM Act 2016, (Act 921) spell out the establishment, membership, roles, reporting and responsibilities of the Audit Committee. According to him, Section 88 outlines the mandatory roles of the Audit Committee.
The Ag. Director General continued that the Guidelines for Effective Functioning of Audit Committees provide for the advisory and supporting roles of the Audit Committee and therefore urged members to acquaint themselves with the document. Speaking about amended sections of the PFM Act, Mr. Thompson-Aryee informed the meeting that fourteen (14) clauses have been inserted/amended in the PFM Act and that additional fiscal responsibility roles have been included. He also emphasized that procurements that will attract approval by the Central Tender Review Committee (CTRC) or the PPA Board will require commitment approval from the Minister for Finance.
He further informed the meeting that under the Public Financial Management for Service Delivery (PFM4SD) Program with support from the World Bank, Management of Covered Entities are required to implement at least 50% of audit recommendations. Concluding, Mr. Thompson-Aryee congratulated members of the Committee and implored them to work assiduously to improve the activities of the institution.
