The Deputy Minister for Finance, Hon. Thomas Nyarko Ampem swore in members of the Public Financial Management Compliance Enforcement Committee (PFM-CEC) on 19th August, 2025. Members of the Committee are Mr. Patrick Nomo, Chairperson of the Committee, Prof. Victor Kwame Agyeman, Mr. T.A. Thompson-Aryee, Mr. Frank Mantey, and Mrs. Yvonne Obuobisa Atakora. Mr. Benjamin Sowah Adjetey is the secretary.
The mandate of the Committee is to:
- Ensure recommendations made by the PFM Compliance Desk to the Minister are implemented.
- Serve as a Committee of inquiry on issues relating to the commitment control and expenditure measures. Where public officers are cited for non-compliance or breaches of any kind, the Committee shall offer them a fair hearing and make appropriate recommendations to the Minister.
- Recommend sanctions to the Minister on suspected breaches of commitment control and expenditure measures.
- In furtherance of section 88(2) (c) of the PFM Act 2016 (Act 921, oversee audit follow-up activities of public institutions, review, and make appropriate recommendations on the Annual Statement on the Status of Implementation of Audit Recommendations submitted annually to the Minister for Finance.
- Monitor the procurement processes of Covered Entities to ensure that all commitment control requirements under PFM laws such as the requirements for allotment, approved purchase requisition, and purchase orders are complied with.
- Monitor the procurement processes of Covered Entities to ensure that they are undertaken through the Ghana Electronic Procurement System (GHANEPS).
- Coordinate processes leading to the application of administrative and prosecutorial sanctions for non-compliance in line with sanctions 96 to 98 of the PFM Act 2016 (Act 921).
- Refer infractions under the PFM law to the Attorney-General through the Minister for consideration and initiation of appropriate legal action for prosecution in line with sections 96 and 98 of the PFM Act 2016 (Act 921).
- Initiate measures to publish a PFM Compliance League Table to rank Covered Entities and Principal Spending Officers based on the level of compliance with commitment control and expenditure management measures and timeliness of submission of reports.
- Propose measures to sensitize and promote compliance with relevant PFM laws through effective monitoring and oversight.
