The Ag. Director-General of the Internal Audit Agency (IAA), Mr. Thomas A. Thompson-Aryee, inaugurated the Audit Committee of the Cybercrime Security Agency (CSA) on 20th October 2025.
Mr. Divine Selase Agbeti, Ag. Director-General of CSA, in his opening remarks, mentioned that the inauguration of the Authority’s Audit Committee is in fulfilment of corporate governance as prescribed by Section 86 of the PFM Act 2016, (Act 921). He continued that the institution of the Audit Committee plays a crucial role in ensuring a safe environment and mitigates financial risks.
Mr. Agbeti urged members of the Committee to ensure risk management processes of the Authority are comprehensive for sound corporate governance. He also requested them to ensure timely submission of statutory reports. Mr. Agbeti ended by requesting members to advise Management on governance, risk, and financial management procedures and assured them of the support of the CSA Board and Management.
Delivering his speech, Mr. Thompson-Aryee said an amendment to the PPA Act requires Heads of Covered Entities to seek Commitment Authorization from the Ministry of Finance to engage in sole sourcing, restricted tendering or procurement transactions beyond the threshold of the Entity Tender Committee.
The Ag. Director-General of the IAA mentioned the introduction of the Commitment Control Compliance Checklist (CCCC) which mandates Internal Auditors of Covered Entities to submit the Commitment Compliance Control Review Report (CCCRR) on a quarterly basis. He implored the Committee to ensure CSA does not default in the submission of the CCCRR due to the publication of the Public Financial Management Compliance League Table (PFMCLT). To conclude, Mr. Thompson-Aryee requested members of the Committee to acquaint themselves with the provisions of the Guidelines on the Effective Functioning of Audit Committees.
